TEC-MTCTE Scheme

The Telecommunication Engineering Center (TEC) is a technical body representing the interest of the Department of Telecommunications (DoT) in managing and administrating the MTCTE scheme. The Department of Telecommunications has assigned the responsibility to Telecom Engineering Center for certifying the Telecom/IT products covered under MTCTE regulation. 

The Indian Telegraph (Amendment) Rules, 2017, states that every telecom equipment must undergo mandatory testing and certification prior to sale, import of use in India. The testing is to be carried out for conformance to Essential Requirements for the equipment, by Indian NABL accredited labs designated by TEC and based upon their test reports, certificate shall be issued by TEC.

The TEC operates a Mandatory Testing and Certification of Telecom Equipment Scheme. 

MTCTE majorly involves the testing requirements for EMI/EMC, SAFETY, WIRELESS, SAR, TELECOM and SECURITY for almost many products covered by TEC. Only one Indian requirement is mandating IPv6 testing for certification of products which differentiates it with the testing requirements of other major regulations exist in the world and the idea behind is to protect the device against cyberattacks. Suppliers or manufacturers (OEM’s) of the equipment, who needs to conform to the essential requirements issued by TEC are required to ensure that their equipment meets the prescribed Essential Requirement in technical standards stipulated or approved by the TEC. 

Under this Scheme, Conformity Assessment Body (basically test labs) were designated by TEC for Conformity Assessment of Telecommunications Equipment to carry out testing of Telecom/IT Equipment against the technical standards prescribed in ER. The CAB will test the equipment as per the test standard mentioned in the Essential Requirement (ER) and generate the test report in a format acceptable by the TEC for review purpose and we “PAVONE Technologies” will prepare relevant documents required for the company registration approval and application submission. As of now MTCTE doesn’t have provision of accrediting the Certification Body (CB), later they may include once the scheme gets stable.
